In simple terms, a PWA is a hybrid phone app which is somewhere between a native phone app and a mobile web site.
The main concern is price. Initial development and ongoing subscription costs are a minimum of threefold. Let me explain. Android, Apple, and Microsoft each utilize a different platform to develop their native phone apps - thus three seperate development costs. Each of the three charges fees to host your app in their particular store. When you need content updates or development updates - you guessed it, three more fees. So in essence, you are getting three similar apps and paying separately for each in order to offer your app on all three platforms.
Mobile websites are great but are restrictred to internet access - therefore, no offline capabilities.
